Buying with phone bill via IAP

can I buy with my phone bill via IAP? AFAIK this is disabled for now.
I want to buy this but don't have any pay card.

If the phone is a Symbian^3/Anna/Belle phone, in many countries users can buy Boldbeast Recorder from Nokia Store with phone bill via IAP. But in some countries you may not buy it via some mobile operators, please contact Nokia for helps, we don't know the detail either.
