is there a way to alert callers they are being recorded without having to tell them each time
Almost all android phones in the market don't support the "Music In Call" or "Play In Call" feature, during the call if an app plays back the sound alert only you can hear it, the caller can't hear it, so it's useless.

So can I record a voice prompt that will automatically let the person on the other end know their call is being recorded after I press the record button ??? ex. This call may be recorded for training purposes
No, you can't.
