Hi, I read in some other post that Note 3 Romania does not need root. Still, my phone does not record calls. It only records an annoying  noise. It is a SM-N9005, Android 4.4.2.
Do I need to set my settings somehow? I would not root it, if not necessary.

You said "it only records an annoying  noise", this indicates the call recording feature of your phone is disabled by Samsung, you should root your phone to let Boldbeast Recorder to fix the problem. See here Galaxy Note3 call recorder.
